Salary Range: $82,385.94 - $115,340.42

Works under the general supervision of the Land Development Manager to process, execute and recommend approval/disapproval of final plans prepared by outside developers. Oversees the distribution of plans and the databases used by division reviewers and developers. Serves as the inter-division coordinator to ensure engineering records and fees are properly assessed and filed. Manages and monitors plans for completeness by comparing with basic standards checklists. Performs routine engineering calculations, such as grades on pipelines and flow rates to verify accuracy of data. Notes instance of noncompliance with City standards on plan. Manages the design plan distribution of all engineering initials inquiries to ensure that plats conform with construction plans. Prepares reviewed plans for permitting process, verifies bonds and fees. Oversees contract issuance and reviews as-built conditions and all closeout procedures. Confers with supervisors or designs engineers to resolve questionable issues or design discrepancies. Conveys city policy to outside engineers and recommends updates and upgrades for Engineering design. Oversees the professional development of the land development review engineers and interns by offering Best Management Practices (BMP’s), design training and implementation of new design standards and processes. Implements and maintains files of plans, while keeping track of outgoing plans to ensure timely turnaround. Maintains data bases for data storage and retrieval. Establishes and maintains project map showing development locations. Operates reproduction equipment to make prints and copies of plans.

Typical Physical Conditions

Must be able to communicate clearly both verbally and in writing. Requires ability to operate general office equipment such as a computer and a telephone. Requires the ability to operate an automobile.

Typical Working Conditions

Work is performed indoors in an office environment. Must make frequent physical inspections of construction sites which involve traversing over construction materials and uneven land. May be exposed to changing conditions such as hot and cold temperature, dust, fumes, noise, etc. Some travel to meetings across the city may be required.

Qualifications

Bachelor’s degree in Engineering or a related field and nine (9) years’ experience in general civil engineering with seven (7) of the nine (9) years in a supervisory capacity; or any combination of experience or training which enables one to perform the essential job functions. Working experience with Roadway Design, Drainage Design, Structural Design, Traffic Engineering, Sewer System Design, Fiber Optics or Land Development preferred. Analytical and research skills with a meticulous attention to detail strongly preferred. Professional Engineer (PE) license required as a condition of employment. Fundamentals of Engineering (FE) and Engineer in Training (EIT) certificates required as a condition of employment. Must possess and maintain a valid driver’s license as a condition of continued employment.
