**Senior Mechanical Healthcare Engineer (VA Contract)**
**Location:**El Paso, TX (On-Site) --- El Paso VA Health Care System, 5001 N. Piedras Dr., El Paso, TX 79930
**Schedule:**Full-Time \| Monday--Friday \| 8:00 AM -- 4:45 PM

**ABOUT THE OPPORTUNITY**
We are seeking a Senior Mechanical Healthcare Engineer to support Facilities Management Services (FMS) at the El Paso VA Health Care System (EPVAHCS). This position is embedded full-time within the VA's Capital Improvement Team and serves as a Subject Matter Expert (SME) for all mechanical systems, central plant operations, and commissioning activities across a major healthcare construction program --- including the VA's Replacement Healthcare Center (HCC).
This is a high-visibility federal contract role working alongside VA engineers, project managers, and clinical stakeholders. You will serve as the mechanical SME on an integrated professional team ensuring building systems are design-compliant, code-compliant, patient-safe, and ready for sustained operations.
**KEY RESPONSIBILITIES**
* Provide SME oversight for all mechanical systems including HVAC, hydronics, steam/condensate, medical gases, plumbing, and Building Management Systems (BMS/DDC)
* Witness and assess commissioning activities for AHUs, terminal units, chilled/hot water systems, central plant equipment (boilers, chillers, cooling towers), and specialty healthcare water systems (RO/DI)
* Develop and maintain the Utilities Management Plan (UMP) and Water Management Plan (WMP) for Legionella and waterborne pathogen control
* Verify ASHRAE/ASHE Standard 170 ventilation parameters --- ACH, directional airflow, filtration, room pressurization --- for ORs, isolation rooms, ASUs, and pharmacy cleanrooms
* Oversee hydronic water treatment acceptance, flushing, cleaning, and passivation programs
* Review and validate HVAC/BMS commissioning plans for deficiencies; provide oversight of DDC sequence verification
* Support smoke control sequence validation, fire/smoke damper operations, and integrated systems testing
* Develop SOPs for all major systems (EPSS, fire suppression, water systems, BMS) and conduct O\&M training for VA Facilities staff
* Perform project planning, design management, and construction administration for minor construction, NRM, and station-level projects
* Produce monthly comprehensive reports covering assessments, activities, deficiencies, and recommendations
* Develop Vista/CMMS task procedures for all identified mechanical and plant equipment
**REQUIRED QUALIFICATIONS**
* 15--20 years of experience in healthcare mechanical systems operations and maintenance, including main plant systems
* 10 years of HVAC controls and systems experience in patient care settings
* Demonstrated experience with commissioning (Cx) and Test \& Balance (TAB) in healthcare environments
* Familiarity with boiler/chiller/cooling tower plant operations and medical gas systems
* Experience with water management programs (Legionella risk reduction, ASHRAE 188)
* FAC-COR certification (or ability to obtain within onboarding period)
* FE-C certification (or ability to obtain within onboarding period)
* ASSE 6030/6040 medical gas certification preferred
* Strong working knowledge of applicable codes: NFPA 99/101, ASHRAE Standard 170, OSHA 29 CFR 1910/1926, VA TIL/PG-18 series
**PREFERRED QUALIFICATIONS**
* Prior VA or VHA facility experience strongly preferred
* Experience with BMS/DDC systems on BACnet/IP networks
* Familiarity with VA Technical Information Library (TIL) and PG-18 series standards
* Experience with ASHRAE Guideline 0 and Standard 202 commissioning documentation practices
* Experience developing Utilities Management Plans for federal healthcare facilities
**SECURITY / BACKGROUND REQUIREMENTS**
* Must be able to pass a federal background investigation (NACI)
* Must be able to obtain and maintain a Personal Identity Verification (PIV) card
* Must be a U.S. citizen or authorized to work in the United States
**BENEFITS**
