Stormwater & Utility Engineer
$90,000 Annually - Salary Exempt

Position Summary
Plans, designs, reviews, and manages County stormwater, drainage, water, sewer, and utility infrastructure projects. Provides technical engineering expertise for drainage and utility systems, manages capital projects from planning through construction, supports regulatory compliance, and coordinates with internal departments, consultants, contractors, utilities, developers, and regulatory agencies.
Essential Functions
Stormwater & Utility Engineering
   • Plan, design, review, and manage stormwater, drainage, water, sewer, and related utility infrastructure projects.
   • Prepare and/or review hydrologic and hydraulic analyses, drainage studies, utility plans, technical calculations, specifications, cost estimates, and construction documents.
   • Evaluate existing infrastructure, identify deficiencies and capacity needs, and develop technically sound capital improvement recommendations.
   • Review plans and technical submittals for conformance with County standards and applicable state and federal requirements.
   • Provide engineering support during construction, including submittal review, RFIs, field observations, change evaluation, testing coordination, and project closeout.
Regulatory & Technical Compliance
   • Support compliance with applicable stormwater, environmental, erosion and sediment control, utility, and permitting requirements.
   • Coordinate with EPD, utility providers, developers, consultants, and other agencies regarding permits, technical standards, system impacts, and infrastructure improvements.
   • Assist with development and maintenance of engineering standards, specifications, details, and procedures for stormwater and utility infrastructure.
   • Administer assigned public works contracts for stormwater infrastructure and maintenance; monitor scope, performance, service levels, invoices, compliance, and contractor responsiveness.
   • Monitor County water and sewer operations and associated contracts, including contractor performance, operational service levels, infrastructure needs, regulatory or service concerns, expenditures, and coordination of corrective actions or capital improvements.
   • Maintain appropriate engineering records, studies, calculations, and project documentation.
Capital Projects, Funding & Grants
   • Develop project scopes, schedules, cost estimates, budget forecasts, consultant assignments, and procurement documents for assigned capital projects.
   • Monitor project budgets, consultant performance, construction progress, change conditions, and project risks.
   • Work closely with the Stormwater & Utilities Project Coordinator to maintain grant files, reimbursement documentation, schedules, reporting, project records, and compliance deadlines.
   • Support projects funded through grants, SPLOST, utility funds, or state/federal sources and ensure required technical documentation is complete.
   • Provide functional direction and project priorities to the assigned Project Coordinator while the Engineering Director retains overall departmental supervision and personnel accountability.
Coordination & Communication
   • Coordinate with Engineering, Public Works, Development Services, Finance, Procurement, Emergency Services, and other departments on drainage and utility needs.
   • Prepare technical reports, maps, presentations, and recommendations for the Engineering Director and County leadership.
   • Attend project meetings, public meetings, Board meetings, and regulatory meetings as required and respond to stakeholder concerns within the assigned portfolio.
   • Engage directly with residents, property owners, businesses, developers, utility customers, and other members of the public regarding stormwater, drainage, water, sewer, and utility matters; explain technical information, project impacts, and County processes in a clear and professional manner.
Additional Responsibilities
   • Maintain accurate project, contract, permit, budget, grant, correspondence, decision, and technical records in accordance with County requirements and applicable retention standards.
   • Perform related duties consistent with the purpose and level of the classification and operational needs.
Supervisory Responsibilities
This position has no formal personnel supervisory responsibility. The position may provide functional direction, technical guidance, and project priorities to an assigned Project Coordinator, but the Director of Engineering / County Engineer retains personnel supervision and departmental accountability.
Knowledge, Skills, and Abilities
   • Knowledge of applicable County standards, project delivery practices, public procurement processes, records requirements, and relevant local, state, and federal regulations.
   • Ability to analyze technical, financial, operational, and project information and develop clear, supportable recommendations.
   • Ability to read and interpret plans, specifications, contracts, schedules, estimates, reports, permits, and other technical documentation relevant to assigned work.
   • Ability to coordinate effectively with County departments, consultants, contractors, regulatory agencies, elected officials, and the public.
   • Skill in written and oral communication, project documentation, issue resolution, and presentation of technical information to nontechnical audiences.
   • Ability to organize multiple priorities, exercise sound judgment, maintain accurate records, and identify issues requiring escalation or licensed professional review.
Minimum Qualifications
   • Bachelor's degree in Civil Engineering, Environmental Engineering, Water Resources Engineering, or a closely related field.
   • Five (5) years or more of progressively responsible experience in stormwater, drainage, water resources, utilities, civil engineering, or public infrastructure project delivery.
   • Knowledge of hydrology/hydraulics, drainage design, utility infrastructure, construction methods, and applicable regulatory requirements.
   • Ability to interpret and prepare engineering plans, specifications, calculations, studies, estimates, and technical reports.
   • Experience managing consultants, contractors, schedules, budgets, and construction activities.
   • Valid driver's license.
Preferred Qualifications
   • Engineer-in-Training (EIT) or Professional Engineer (PE) certification/licensure, with Georgia PE preferred.
   • Certified Floodplain Manager (CFM) or related stormwater/water resources credential.
   • Experience with Georgia EPD requirements, public utility projects, grant-funded infrastructure, and local government capital programs.
   • Experience with GIS, AutoCAD, Civil 3D, hydrologic/hydraulic modeling, or project management software.
Work Schedule and Availability
Full-time professional schedule. Capital projects, public meetings, emergencies, construction activities, inspections, deadlines, and operational needs may require travel and work outside normal business hours, including evenings or weekends.

Work Environment
Work is performed in offices, meeting spaces, vehicles, active construction areas, roadways, parks, utility locations, and other County facilities or project sites. Field work may involve exposure to traffic, construction activity, uneven terrain, noise, dust, wetness, humidity, temperature extremes, equipment, and other conditions typical of public infrastructure and capital projects. Appropriate training, personal protective equipment, traffic control, and site-safety procedures are required when applicable.
