As a Project Engineer, you will support the delivery of transportation and municipal water resources projects while developing technical expertise in hydrology, hydraulics, drainage design, stormwater management, and floodplain analysis. You will work alongside experienced project managers and technical leaders, gaining hands-on experience on projects that directly impact the communities we serve.

**Position Summary:** The Water Resources Project Engineer is responsible for supporting the planning, analysis, design, and delivery of drainage, stormwater, floodplain, and transportation projects. Working under the guidance of experienced project managers and technical leaders, this position provides an opportunity to develop both technical and project delivery skills while contributing to a growing Water Resources practice. **This position is being offered at our Tyler, TX *or* Longview, TX office.**
**Essential Functions and Responsibilities**
* Plan, schedule, conduct or coordinate detailed phases of the engineering work in a part of a major project or in a total project of moderate scope
* Analyze project requirements and information from alternative studies to develop an accurate report for submittal
* Analyze survey reports, maps, drawings, blueprints, aerial photography and other topographical or geologic data to plan projects
* Perform design computations
* Design projects in accordance with client specifications and guidelines, using design software and drawing tools
* Develop construction cost estimates
* Assist in the preparation of engineering documents for advertisement and construction
* Prepare and compile contract plans, specifications and estimates
* Manage project sub-consultants and in-house support disciplines
* Develop extra work order requests and open-end contract task proposals
* Prepare proposals as required
* Attend meetings with clients
* Coordinate with internal team members to ensure project completion by the defined deadline and established quality
**Nonessential Functions and Responsibilities**

Required Experience
- ------------------
* Bachelor's degree in civil engineering or a related field from an ABET accredited engineering program
* **5-10 years of water resources experience**
* Texas Professional Engineer license or the ability to obtain licensure within 6 months of hire
* Experience in TxDOT drainage design for TxDOT transportation projects (or other DOTs)
* Familiar with TxDOT Design Standards and the TxDOT Drainage Manual
* Experience with Open Roads Designer production and Open Roads Drainage and Utilities modeling.
* Experience with HEC-RAS 1D and 2D roadway drainage applications and stormwater management design
* Experience in HEC-HMS software.
* Understanding of complex stormwater and drainage concepts
* Strong oral and written communication skills for preparation
* Proficient in discipline specific design software
* Proficient in Microsoft Office
* Written and communication skills
**Qualifications Preferred**
* Experience as responsible drainage task lead or deputy task lead for complex H\&H schematic and PS\&E projects involving modeling, design, and drainage reports
* Experience working with local clients at the county and state level
* 2-D HEC-RAS, SWMM, ARC-GIS experience
* Familiarity with watersheds CLOMR/LOMR and FEMA floodplain mapping
* Experience working with local clients at the county and state level
**Working Conditions**
Work is performed within a general office environment 95% of the time. Work is generally sedentary in nature, but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.
Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs) may be required as needed.
