JOB SUMMARY: Report to Engineering Services Division Manager to execute design and construction projects and auxiliary sites. Must possess strong time management, organizational and communication skills and perform job responsibilities as described by the primary, secondary and additional duties listed below.
PRIMARY DUTY: Research, plan, prepare and administer design and construction projects. Apply knowledge of design principles, construction procedures and building codes. Consult with clients to determine functional and spatial requirements, project scope and scheduling for facility construction and renovation projects. Prepare statements of work, cost estimates, time schedules, and submittal registers in accordance with codes, directives, regulations and specifications. Conduct pre-bid site visits and respond to requests for information from contractors. Perform technical evaluations and design reviews of project proposals and submittals. Serve as technical advisor to the client, government representatives, contracting, operations and finance. Prepare reports and presentations to explain the pros and cons of project alternatives. Complete in-house designs for small-scale projects. Manage potable, non-potable, wastewater and stormwater Activity Management Plans. Analyze survey reports, traffic engineering studies, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to manage projects. Plan and design piping systems (water, wastewater and stormwater), following construction and government standards using design software and drawing tools as available. Compute grade requirements, water flow rates, and material stress factors to determine design specifications. Direct or participate in surveying to lay out installations and establish reference points, grades, and elevations to guide construction. Inspect project sites to monitor progress and ensure conformance to design specifications and safety or sanitation standards. Manage testing of soils and materials to determine the adequacy and strength of foundations, concrete, asphalt, or steel. Provide and prepare technical presentations regarding design, construction, or program modifications for managerial personnel.
SECONDARY DUTY: Review civil drawings for projects that are administered by other project managers.

EDUCATION: Bachelor of Science Degree in Civil Engineering (BSCE) from an ABET accredited university program (Accreditation Board for Engineering and Technology).
REQUIRED CERTIFICATIONS: Registered Texas Professional Engineer (PE) – Civil; licensed in the State of Colorado. Must possess and maintain a valid Colorado Driver’s License. Receive and maintain a favorable Local Background Check (LBC) and National Agency Check (NAC) as applicable to the position requirements, current and future. Secret clearance is preferred and/or must be able to obtain Secret clearance.
