PRIMARY DUTY: Research, plan, prepare and administer design and construction projects. Apply knowledge of design principles, construction procedures and building codes. Consult with clients to determine functional and spatial requirements, project scope and scheduling for facility construction and renovation projects. Prepare statements of work, cost estimates, time schedules, and submittal registers in accordance with codes, directives, regulations and specifications. Conduct pre-bid site visits and respond to requests for information from contractors. Perform technical evaluations and design reviews of project proposals and submittals. Serve as technical advisor to the client, government representatives, contracting, operations and finance. Prepare reports and presentations to explain the pros and cons of project alternatives. Complete in-house designs for small-scale projects. Maintain 5-yr infrastructure plans. Analyze survey reports, traffic engineering studies, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to manage projects. Plan and design transportation or hydraulic systems and structures, following construction and government standards, using design software and drawing tools. Compute load and grade requirements, water flow rates, and material stress factors to determine design specifications. Direct or participate in surveying to lay out installations and establish reference points, grades, and elevations to guide construction. Inspect project sites to monitor progress and ensure conformance to design specifications and safety or sanitation standards. Manage testing of soils and materials to determine the adequacy and strength of foundations, concrete, asphalt, or steel. Manage A-E design projects and develop applicable procurement documents. Provide and prepare technical advice regarding design, construction, or program modifications and structural repairs to industrial and managerial personnel. Assist in the preparation and presentation of traffic engineering-related safety issues and solutions on a quarterly basis.
ADDITIONAL DUTIES: Additional duties in direct support of departmental mission requirements.
EXPERIENCE: In-depth experience in civil or structural engineering design, project management, and facilities maintenance. Experience in water distribution, wastewater collection and treatment, pavements design and maintenance, roofing, and structural analysis is preferred. Experience in sustainable design, AutoCAD, large academic buildings, athletic facilities, anti-terrorism/force protection, and traffic management is also preferred.
EDUCATION: Bachelor of Science Degree in Civil Engineering (BSCE) from an ABET accredited university program (Accreditation Board for Engineering and Technology).
